post minimum to make threads.

I know the reds shouldn't be allowed to make threads is a bit harsh of a rule but setting a post limit for making thread is absolutely necessary to limit alt accounts or even spam accounts. I say 100 posts is a good baseline. And of course any new accounts clearly seen spamming should get an automatic perma ban.

Thank you for your feedback and suggestion. Yes, I agree that some constraints will likely be needed soon, as the influx of new accounts appears to have slowed while multi-account usage has increased.
