There's this guy I have fairly regular interactions with in my day to day life, I dont know him all that well so I'd say he's more of an acquaintance than a friend. But he seems alright and we generally get along pretty well when we do interact.

But the issue is... I have a MAJOR thing for his girlfriend. I see her around with him now and then and I find her absolutely irresistible.

She's this kind of hippy chick. She's got dreads and she smokes weed and the whole thing. I also get the sense she has something of a promiscuous past. But the thing is... she's so adoring and loving of her man. You can sense how proud and admiring she is of him and how much she treasures their relationship. And it seems like she's really down for just anything. Anything he wants to do. They have so much fun and adventure together and the whole thing just seems perfect.

Like I said, I'm cool with the guy and everything, but I want his girl to be mine. I'll never be able to stop thinking about it until it happens.

I would suggest there are reasons to poach someone's woman that can enhance your development and experience during your current carnation. Taking feelings into consideration is an important thing to do, but you don't have to base your decisions on it. That includes their feelings, and yours. Their commitment is not your commitment. Also don't lie about it. Have direct conversations with her about her cheating if she does, and if he asks, be a fucking man about it. Do it on purpose, then accept responsibility for your consequences.
