Ban beta need to be enforced by allfather.

Should ban bets be enforced by @allfather and the rest of the moderation team, whenever that becomes a thing?

It's BS that Mario can lose a ban bet fair and square, and yet be rolling around here like nothing happened.

Need some kind of contractual agreement words isn't enough. So the two posters have to first sign a document that makes @allfather have no choice (legally) to ban the person that loses said bet
