its a combo of HAARP and African Sahara duct (which could have been caused by HAARP)

I can't ever find any information on this sh!t just astroturfing claiming they're manipulating the upper ionosphere and not the lower atmosphere where weather is formed. Well if they can manipulate stuff that's higher up in the air then why couldn't they do it in the lower atmosphere? Of course they're not going to publish that stuff, if everyone knew that someone had the ability to manipulate the weather people would freak out.
