It depends. If you're like me and you don't like anything under 75degrees, window unit might make sense. Also if the house isn't yuge, a window unit would also make sense.
AC is mostly to remove humidity which then you body can efficiently cool down. It also helps keeps materials inside the house from going bad. Most people don't need a super powerful central air unit. Most folks are probably running units that are oversized(because tradies)
The positive with CA is that it can clean the air alot better. A dinky window unit is bad at that which is why they gum up with crude at the filters pretty quickly.

Some homes here have restrictions if it is a "historical" home. Others are built so long ago that ductwork would mean a complete renovation of the home.

Had both so I can definitely say that central air is the only way to go . Never had an issue ,but tbh my buddy had a poor install and fought with it for a few years .

You mean rolling down the window vs using AC? I think it's good when you first get into the car to let the hot air out as fast as possible and get some fresh air in, but for really making it cold the AC wins
Never tried sleeping in the car so maybe crack the windows so you don't kill the battery, but bugs might get in. You could just run the AC for 20 minutes then turn it off so it's cold enough to sleep
