I still say cops should never serve longer than a year on street patrol, cycle them out with detectives and let them learn law while they are there.

It's just way too easy to become a cop.
If they make it much harder to pass the requirements, and really work on more training and background checking, I bet this would get better. They would probably have to pay them more if they did this, and I think they should make more. It would attract better people.
