Well yeah, there are plans for pandemics. Real actual deadly pandemics are exceedingly unlikely though because deadly pathogens are very difficult to spread widely since the carriers die too fast (e.g. Ebola, SARS).

There were no masks at first. The lockdowns started in March 2020. Masks weren't a thing until June/July in most places. The whole thing was silly and stupid and will have lasting repurcussions for decades. It still amazes me that people think those masks do anything. My wife tried using them to protect her from the dust when she takes hay out of its package for our rabbit, and it doesn't even work for that.

The WHO actually recommended against lockdowns since they tried them during the first Ebola outbreak and the consequences were disastrous.
