Keeper League Question

Have been the Commissioner for a work FFL for over 5yrs now...
This current year I changed to a keeper league and a simple format of retaining 1 player for next year

The question is when should I make the managers state their keeper?
My initial thought was by or before the end of the current year...I feel like this captures the spirit of the keeper in assuming all the risk that comes with the offseason

But I also expect waiting until just before the draft next year would be the safest and therefore more popular opinion if I simply put it to a vote.

Did you make it a keeper league before last years draft?

You can't just make it a keeper league with the the team you drafted last season. Have to start fresh. Drafting in a keeper league is different.

Nah we went into the last year's season & draft fresh

But I ultimately ended up making everyone declare their 2023 keep immediately after the 2022 season ended.

Also implemented the rule that you would forfeit the respective draft pick of your keeper from the prior year which added some panache.
So if a player went in the first round that year, you would lose your first round pick next year to retain him.

Some high value ones included Justin Fields for a 7th, Jalen Hurts for a 4th ...
You could also elect to keep nobody at which point the entire draft would be open to you.
