I reject your premise that Cena didn't put anyone over. They used Cena to put over Punk, Daniel Bryan, Reigns, and Nakamura. When Cena was on his way out he still wrestled and by the time he hit that part-time status, he had already put over lots of people. He wasn't in the main event scene when he started to wind down.

So far Roman has put no one over, and probably will only put one person over when he loses the belts. He barely wrestles. He has decided to become a part-timer while being on top. After he drops the belts, he won't be able to put anyone over. A program with a belt-less Roman is upper-mid at best. Roman's value is so tied to the belts and his record run. That's all he is. He doesn't have that Lesnar aura, he doesn't have the Cena charisma.
