how are people who wont learn English supposed to assimilate
into this country? how do you build a community with people who wont learn the language of the country?
if you don't have community how do you have a cohesive country

They really don't have to. Here in Texas, they stay in their own little communities. Small towns outside of bigger towns/cities are mostly Spanish speaking or bilingual. In my city, we have a whole area called Little Mexico. You won't find any chain stores there. They have their own little stores, bars, and restaurants.
