Same thing happened once El Mayo got arrested. The two factions of the Sinaloa cartel are at war.

Mexico is so corrupt it's hard to do anything because they have informants all over the government and military, so I have no doubt the US govt was more involved than just telling them where he was. Also, many special operators are trained in how to make it look like it was whoever they needed it to be.
