The federal government starting a war and their immigration practices affect all 50 states.
The R voters in the other 49 states probably aren't going to stay home because of what happens in 1 state.
There is some crossover but you seem to ignore the inherently different roles of state and federal governments, and the entire idea of a republic of states.
