No it's not. They are like this.

Its like this for most of the people around the world.  Many barely qualify as humans as far as basic intelligence goes.  They aren’t even civilized by any modern or even ancient standards. They are eating things they shouldn’t eat.  Preparing and cooking these things in a way that you shouldn’t eat anything.  Then when they get sick, they can’t understand how they got sick and then the problem just spreads until it gets so bad for someone from the outside finally notices.  So, something that shouldn’t have happened and if it did would be a small, isolated incident becomes a plague although it may be the only thing preventing their population from exploding more than it already is.  However, then they started traveling here.
