What’s stopping Tucson from becoming bigger like Vegas or Phoenix?

I’ve never been there but on the Tucson subreddit it’s looks like a nice place to live (srs)

It’s just as hot as Vegas and Phoenix but smaller in terms of opportunities and sports n shit


Is it the proximity to Mexico ?(srs)
