It's just another way to virtue signal.

If anyone ever did this to me and said I should or have to wear a mask, which no one has yet, I would just politely say "Oh I'm good thanks though." or "No that's okay, thanks."

They want a reaction. They want to feel empowered. Just be polite and say no thanks and watch them squirm. they will look ridiculous trying to accost you as you politely not care about their existence and move on with your life.
