I think the reasons there are issues in black communities are culture based not systemic inequality.
Look at indian americans and asian americans who also face racism. They are doing almost twice as good financially as white americans. You know why? Because their culture is much more based on promoting education and hard work.
Fix the problems within the community before you throw money at a problem that will just be wasted in vein.
