I think the reasons there are issues in black communities are culture based not systemic inequality.

Look at indian americans and asian americans who also face racism. They are doing almost twice as good financially as white americans. You know why? Because their culture is much more based on promoting education and hard work.

Fix the problems within the community before you throw money at a problem that will just be wasted in vein.

what about the fact that most tax payers are from people who immigrated here in the 1900s or late 1800s, who had no part in slavery in America? They should have to pay tax dollars for their doing because their ancestors were in Spain or Germany or Asia?
