does toner actually do anything for your face?

started using this product, after I wash my face and before putting sunblock or moisturizer. other than smelling like fragrant water and feeling nice, does it actually make any difference on your skin?

I noticed a big difference when I started using the TN-450, Id recommend the TN-420 if you have sensitive skin.

to me, the smell is reason enough to use it. it has that infectious smell like things like gasoline or bleach have. its so good, like sweet water but kinda like alcohol. not sure if it actually does anything for me tho but my face did feel more toned
