You're blaming the schools for that? Might as well blame violent video games for people turning into psychos by their mid-teenage years while you're at it.

While it is certainly the responsibility of schools to provide a safe environment for learning (which a lot of them don't get the resources for nowadays), it's not their job to raise kids from the ground up in terms of their entire personalities/identities. That responsibility falls on parenting/home life of the kids. Chances are, none of the teenagers they discussed as being involved in the attack were raised with a decent home life. While there is such a thing as following the group sheep mentality where some might go along with a degree of stupid things to fit in, it's abnormal for people of any age to engage in randomly beating someone for no reason other than the simple fact of doing it. The kid bragging about it later in texts shows further signs of having a chitty home life. I highly doubt the kid had/has a halfway decent father figure, that much is almost certain.

There's also a remote possibility of someone randomly turning out like that despite being raised in a solid environment, but it's extremely rare. Sometimes it might seem like their upbringing was better than it actually was. Either way, a 15 year old definitely knows exactly what they are doing when they beat someone randomly just for chits and giggles, so he should be held fully responsible for it IMO. Unfortumately, being a juvy, he'll probably get a slap on the wrist for it compared to what he should get, and he's not gonna learn anything from what he did in the little amount of time there might be left for his mind to continue developing.

I'll never understand why people get slaps on the wrist for stuff this brutal just because they were in their mid-teens when they did it. Normal, decently adjusted people will never think it's okay to do something like randomly brutally beat someone and then laugh about it later regardless of their age. It's one thing to say a 12 year old might not have fully grasped/considered what they were doing when they do certain stupid things, but when it comes to the violent acts, it's a bs excuse. No one I ever associated with as a kid ever thought that chit was acceptable. Sometimes people are just flat out degenerates, and there's no excuses to be made for their behaviors.
