Doesn’t look like a deep fake, but I see why you’re saying.

I it looks like his face is shot up with Botox or sometime. Nothing moves on his face expect his mouth. His eyes and forehead pretty much stay in the same position throughout the whole video.

I think that’s what we’re seeing

If it was a deep fake, wouldn't they do some voice-over audio to cover up that incoherent rambling he did?
