Federal grants account for billions of dollars of NYC's annual budget, and the city has threatened to sue over any move to defund it

So basically they're already hurting huge financially. Now this will only make it worse. Now add the fact that people are literally boycotting the state and city as well, and revenue is dramatically low due to no tourism and commuting.
