Is it okay to do a cardio day if tired from leg day?

If one is sore, is it best to just focus on building scarcomeres? Does cardio even really count as exercise?

Of course. I always go biking on days when I'm too sore to actually go lift. Works quite well.

I used to do that but then I read in Arnold's Encyclopedia of BB that breaking them up to be on different days was better.

I also took today off...... Rode my bike about 40 miles the last two days and did 2 HIIT classes. Figured I probably needed a rest lol.

yeah it's ok but what is your reasoning? for health or calorie loss? I prefer to go on an hour long walk for calorie loss. it doesn't zap me and I recover better compaired to running.
