They really think people are this stupid, and they're not exactly wrong.
'Circuit-breaker'
A circuit-breaker is a tight set of restrictions - it could feel a lot like the original lockdown - but crucially it would be for a fixed period of time.
Everyone will be told to stay at home, while pubs, restaurants and non-essential shops will shut.
The hope is a circuit-breaker would be less damaging - to the economy and people's mental health - than a lockdown, because people could plan ahead as there would be a clear end in sight.
The minimum duration is seen as two weeks.

The only time a lockdown is necessary is if the healthcare system is being destroyed.
That was the claimed "goal" of the first lockdown.
"Flatten the curve" and reduce pressure on hospitals.
We're nowhere near those levels. Overwhelming majority of cases are in young people.

Besides, in my view first you have to prove that a lockdown even reduces transmission (which no one can do) when people are still gathering in supermarkets and are kept at home all the rest of the time. Within households is the most common mode of transmission.

im genuinely confused by this whole thing.
Like, at the very beginning when we knew nothing i could at least understand why panicels would want a shutdown but at this point we know they do more harm than good and isnt even recommended by the WHO. We even have the case of Sweden as a model that shutdowns are completely irrational.
So where the hell are these people getting their rationale for shutting their countries down still? i dont get it.
