How much noise is acceptable before you call the cops?
It's 10:30 here and this guy keeps slamming his truck doors and coming in and out of his house and I can hear screaming and thumping in his house he's screaming like he is possessed by a demon I am so sick of this **** every day with these people

I tried to record earlier today but my gopro made a beep and started flashing red when I put it in the window to record them outside slam slam banging their car doors a million times and I think they saw me. Now my window is open and I just feel like they are acting insane to purposely bother me while my window is open.

No. I would not call the cops. There's no imminent danger. You can only call the cops a couple times before they stop taking your calls seriously and start labelling you the trouble maker. Reserve those calls for immiment danger only. This is a civilian issue, not criminal.
You can either:
1) try talking to them and asking if they can keep it down
2) find out who owns/manages the building and talk to the owner/landlord and ask them to ask them to keep it down
3) move to somewhere quieter
