Apparently he is some scumbag alcoholic streamer in Russia.
He allegedly locked her out on the balcony in exchange for a thousand dollar donation, she froze to death, he dragged her back in and tried to revive her for two hours on livestream before the cops arrived:

Then someone called the streamer. He said that an ambulance had arrived and the gate needed to be opened. After that, ambulance doctors appear in the frame and state the death of the girl.Following the doctors, law enforcement officers arrive at the apartment. One of them asks to turn the camera aside and asks the blogger a question: "Have you finished off?"
Initially, the blogger's subscribers believed that what happened could be a staging for the sake of PR,but the Investigative Committee of the Russian Federation for the Moscow Region has already confirmed the death of the girl.
According to one of the versions published by "Moskovsky Komsomolets", the streamer allegedly locked the girl on the balcony for "a thousand dollars donation." In the cold, she could freeze to death.According to another version , it is cited by Channel Five, the blogger told law enforcement officers that his girlfriend, on her own initiative, went into the boiler room, where he found her lying on the floor.
A number of sources also report that it is possible that the girl was kicked out into the cold so that she would not "stink" as she had a gastrointestinal illness. She allegedly asked to open the door, but she was never allowed into the warmth. There is no official confirmation of any of the versions yet.
Blogger Reeflay has long been known to the internet for provocative antics. On the recordings of his streams, which are on the Web, you can see how the guy mocked people for "donations", that is, for donations from the audience.
One of the heroes of the streamer's live broadcasts was a certain man. The video captures how Stas spits in his face, hits him on the cheeks, insults and humiliates him in every possible way. Reeflay also claims to be the man's master, as he supposedly pays and feeds him. In response, he tries to resist, but Stas continues to hit him in the face.
On the frames of the streams in the corner of the screen, you can see the rates for certain bullying. For example, "to suck a toe" from Reeflay cost 2.5 thousand rubles, to break an egg on the head - a thousand rubles, subscribers paid the same amount for "bream". In social networks they write that Stas was repeatedly noticed for bullying his friends and allegedly for using drugs.
