Why did DT agree with that covid bill suddenly??

Why did he agree with it, it is a terrible bill. Whete citizens only get 600 dollars where as more than 600b goes outside of the country or to pointless things . Dt wanted to go for atleast 2000 per person but he didnt?? Why ?
