I believe some institutions were tying in any shooting with 3+ victims as "mass" shootings to pad the statistics. So that could include gang shootings, but not even close to what most americans think of in terms of mass shootings.

Let me guess, they are "surging" in states with lenient gun laws that aren't locked down heavily. The propaganda is heavy and obvious these days.
