My legit geriatric neighbor with dementia is putting his chit diapers in his trash

And it is stinking up the entire fuarking neighborhood. I originally thought a neighbor put down manure in their yard, but it's trash day and I walked past the bin and got a strong whiff.

Cliffs:
Neighbor is 80+ years old
90 degree heat south
Putting his used Depends in his trash can right next to my house.
Smell is stinking up the whole neighborhood

It's literally gag-inducing. Wat do misc?

These fuarking geriatric boomers need to move to out of the suburbs and into retirement communities where this literal chit is acceptable.
