Can a legit 'retarded' person consent to getting a tattoo? (srs)
Or would they need some third party consent approval before the tattoo artist can go ahead with it? Like if a women with down syndrome asked to get a 'tramp stamp' or some retarded male asked to get barbed wire tattooed across his biceps. Anyone know?

most respected artist wouldnt do it unless they can legit get someone close from the family to there and ok it, some wont even touch someone who is drunk or high

If you're being serious, I think a legit artist would look at the person, realize they're "slow," and refuse. The potential blowback isn't worth jt.

People with challenges arent a black and white equation. There is a huge range of gray for their capabilities (physical and mental).
Some people with challenges do not have the mental capacity to make ANY life level decision while others hold productive lives.
My daughter has challenges but you would never know mentally or physically if someone didnt tell you. She functions at 90%-95% capacity and she is more than capable of making a decision if she wanted a tattoo.
