Im in California and live near Santa Ana, California where this happened, but wtf how come they are allowed people to shop lift?
What was the rule or law that California implemented? These people can pretty much steal and not get arrested anymore?

A member of the 13/50 alliance can steal something everyday as long as it's under the total value of $950 and it will get labelled a misdemeanor (instead of a felony) and cops can't arrest someone for a misdemeanor
