Best Video Compressors ? (Srs)

I'm doing some projects as a video editor and the vids have to be smaller size but keep the same or highest quality possible after compressing.
anyone know of the best program to use?

H265 compression standard.

That's not completely answering your question because you asked for an app. The app will let you choose the compression standard and you should use h265. I rarely do this but last week I used the Microsoft application that is free with Windows 10.

Edit : OK I used Movie Maker but there's a new one called Video Editor.

Edit 2: If you're video editing probably just use the free version of Da Vinci Resolve. It's well supported professional software and the free version is still pretty complete.
