I always thought my problem was my social skills
I was wrong. The problem is my face. I have a twin brother that is good looking and girls always come up and just start talking to him. When he talks to a girl their eyes just light up. When I talk to a girl I can tell they are just trying to end the conversation.

Could be both, or it could be your personality/character and style
assuming SRS, ask your twin brother for honest tips

It's a positive feedback loop. More attractive - people more receptive of you - have more positive social interactions - reinforced positive self image from others' acceptance - develop positive social skills -gain confidence - become more outgoing - have more positive social interactions....
The inverse is true for ugly people. The only way to break the cycle is to truly not give a single fuk

The hard truth is that it certainly plays a factor, would you be happy to be talking to an ugly fat chick? Or would you be ecstatic to be interacting with Stacy? Looks will always matter but if you don't have them you have to make up for it in other areas like humor.
