It's a disguised oil well. Apparently LA is covered with discreet and disguised oil wells to this day. LA is built on an active oil field and the industry that fueled its early growth is still very much active today.

I've always thought the fake homes to hide electrical equipment and substations for neighborhoods were interesting. I've seen a couple pop up on the market. Looks like a house in a normal neighborhood... but the windows are fake, and there's usually no plumbing. But it's the size of a normal multi bedroom home.
