I believe it’s 4 or more victims
Mass murder is the act of murdering a number of people, typically simultaneously or over a relatively short period of time and in close geographic proximity.[1][2] The FBI defines mass murder as murdering four or more people during an event with no "cooling-off period" between the murders. A mass murder typically occurs in a single location where one or more people kill several others.

To be fair the last person you expect when you hear "dozens injured or killed in school shooting" is a black suspect.

It's just unlike black kids to indiscriminately kill randoms with no clear motive, while they do kill each other more than other races it's usually because of beefs or robberies, they're not gunning down innocents because they're mad at the world.

Before you argue this ask yourself while despite black people overrepresenting crime statistics, YOU never guess they're behind school shootings, or mass shootings in general for that matter (despite there being a few older deranged black spree shooters recently)
