It will never get better. You have to think that they were chosen to be the boss by someone else most likely. That person either somehow missed all of those traits or actively sought out someone with them.
Either way, it will continue that way until the people hiring those nuts leave which never happens. About the best to hope for is they somehow get transferred or promoted and go away.

I had a manager like that a few years ago. I kept my cool at all times, giving him the impression I was a pushover so he had an open door to be an ass hat. Egomaniacs need to see they have control over you and can get a rise out of you. Eventually he will take it too far and you will have some documented proof what a smack**** he is.
Bottom line tho is HR likely won't do anything and if they do they will just wag their finger at him. In the end it's really best to just be on the lookout for something else
