The moment he wasn't letting the gun go hey had the right to mag dump point-blank directly on his back and save bureaucracy and taxpayer's dollars.

Super quick thinking by an officer who didn't want to kill a human that day and did the best none lethal move in the given circumstances and did a branchial plexus to get him to stop resisting and actively keep trying to kill them.
