Why are Customer Service people so rude outside of the Southern US?

Why are Customer Service people so rude outside of the Southern US?
I went to Florida recently and my coffeemaker didn't work in my hotel room so I went to Starbucks and I was immediately greeted with, "Hi how are you! Good morning and welcome!". You don't get that type of reception here at a Starbucks in California. You're lucky if they say hi.
It must be the Southern Hospitality.
Yesterday I went to 7-11 and a smoke shop and both men were on the phone with someone else in another language, so I didn't know if they were talking to me or the other person when they checked my stuff out. If I managed a store I wouldn't allow my employees to talk on the phone, especially when customers are in the store. They could text when no one is in the store, but no phones when people are in the store and they should be greeted.
What happened to good customer service?

Good customer service fell by the wayside along with "standards".
"Standards" themselves have become some kind of trope-meme. And some restaurants try to affect that Paris "we're doing you a favor serving you" vibe, and fail miserably.

Exactly. I have been to North Carolina and Georgia and they're so nice and friendly. They ask me where I'm from and talk about how they want to move to California and I tell them no--stay where you're at!You really want your mind blown, go up a state into the real south.
