Can someone explain this thought process?

Opinion 1: reduce police force because they only respond to crime after it happens, doesn’t prevent crime, and rarely catches perps.

Opinion 2: regular citizens should not be able to own firearms for self defense because they should just call the police


How could someone hold both these opinions?
