Is Publishers Clearing House a scam

Every 6 months I get a phone call with a number that originates in Jamaica. A guy with a horrible accent tells me I've won and wants me to wire him $2000 to verify. My standard response is that someone from his company has already called me and I've already sent the money. I tell the caller that the first guy was named Bob Marley.
