Texas bill for fetus in carpool lane

When the girl originally argued that since the fetus is a life then she should be allowed to be in the carpool lane because it states that you just need to have two people in the car, I laughed and said touche. Makes sense due to technicality. BUT THE WHOLE POINT IS TO SAVE CARS ON THE ROAD!?
Instead of changing the law to say that you need to have a second person that is of legal driving age or with a valid license, they go the completely illogically opposite way. How are these people so fcking stupid!?
