I'm guessing that doesn't include all the energy being used to power various other components neccessary to run the entire machinery, but just the energy required by the laser it self. For instance the power required for creating the magnetic field etc within the fusion reactor, usually isn't accounted for in these scenarioes.
So if this was a power plant, the net output would probably be in the negative, just to put it in perspective.
