does it just mean theyre watching me through my webcam or sum chit? i dont get it

There's probably a van parked outside with remote listening devices, might have a tracking device on your car and they are monitoring your bank transactions. If they get bored they might plant some evidence on your hard drive

It means that for whatever reason they're trying to contact you for questioning, but its not as urgent as being on a most wanted list so they're not going to bust down the door to your house with a SWAT team.

It will however be very hard to gain access to anything requiring a government issued ID (Applying for college/Getting a job/getting on a flight/Renewing a drivers license etc)

If you're certain you're on their watchlist its best to go to them and tell ask them what the hell is going on so they can tell you how long you're on the list or what you can do to get off of it.
