Is it basically impossible these days to escape the helicopter? I have seen about 10 of these chases live and they always end up catching the guy.

Yeah thats the only times I've seen them escape, is when they go into the big big parking structures/malls and park the car and dip, or go out a different entrance/exit when its late.
