if they are skinny enough and the vehicle rides high enough they can get partly under with a cordless cut-off wheel or Sawzall with a carbide blade.
but the angle you are working at, the metal cut-off wheel is best.
probably should have a jack so you can really get under there.

and you have to cut the pipe twice.

i myself have done exhaust work and cutting the pipe with any tool makes a hell of a racket.

I have a better idea, paint these cat converters a bright color and increase fines/prison time for the people who buy them. Just like with illegals, go after the people creating the problem.
