Do I need a new PSU?

Haven't upgraded in years, don't really play any games that need anything high end. My computer sometimes turns on by itself. Other times I hit the power button and nothing happens. I have to either switch off the power to the computer from the back or pull the plug out of the outlet and replug it in. I’m guessing that its the PSU but not 100% sure.

What is the best upgrade from a SeaSonic 520, I’m guessing a SeaSonic 850 80+ Gold?

Your system and current specs don't need higher wattage unless you plan to upgrade in the future. 500-600W is fine for your build.

Start by opening up the pc and unplugging and replugging all the cables from the PSU and from the motherboard and replugging it. If the behavior continues most likely it is a PSU issue and you should replace it.

Dam sun. Once you get the power sorted...

Start with at least 8gb of more memory, a m.2 drive, and a modern budget video card.

The m.2 drives are super cheap and huge improvement over ssd.

This sounds like FOD in the PSU. Take a can of air and make sure there is no dust/debris within. You don't want to run a computer with any of the power cables potentially shorted. The PSU is the most critical components in a computer by a mile. If you find that it is still finicky after you dust it, you should replace it with a comparable PSU.
