Overall? No.

Relative to his weight class? (P4P) Probably. He hit like a hw but his hand speed is that of a ww or lw. HW are often so damn slow, Fedors speed was such a weapon. He can rattle off 4 shots in the time most take one or two.

Don't know about fastest but he was for sure the most accurate, especially in ground and pound.

He would literally dribble his opponents heads off the canvas - see Big Nog and Heath Herring fights for reference.
