Baltimore CEO allegedly killed by repeat offender who should have never been on the street, officials say

Pava LaPere, founder of EcoMap Technologies, was found dead in an apartment Monday. Police say they are looking for a suspect considered armed and dangerous.

Baltimore Police announced Tuesday that Jason Dean Billingsley, 32, from Baltimore, is the suspect in the killing of Baltimore tech CEO Pava LaPere. Police said Billingsley is considered armed and dangerous. Anyone who recognizes him or comes into contact with him should call 911.

I don't understand the logic behind taking violent criminals and releasing them early or at all. If someone can't be rehabilitated, they should be executed. Is there something the white liberals in these cities know that we don't?
