Nobody 'lets' their dog do it. If I don't flush the toilet immediately after taking a dump, one of my dogs will be up on the bed chewing on one of my turds.

Mine do it occasionally if they get hot and run out of their water dish.

Keep the toilet clean for part of that reason.
