The High-frequency Active Auroral Research Program (HAARP) will be conducting a research campaign November 4-7 to study artificial airglow and very low freqency/extremely low frequency (VLF/ELF) radio waves. The primary goals of this research campaign are to better understand the mechanisms in the ionosphere that produce optical emissions, and to investigate if certain types of waves in the ionosphere can amplify VLF/ELF waves. Additional experiments seek to determine if satellites can use plasma waves in the ionosphere for collision detection and avoidance.

Amateur radio operators can find a copy of the HAARP November 2023 transmission notice here; this document includes information about currently scheduled times and frequencies of transmission, as well as other information that may be of interest to amateur radio observers and the general public."

It's real science, it's all documented. Patent No. 4,686,605 was granted to Bernard J. Eastlund

Weather modification is just the start of it. But amplifying weather events has nuke levels of weaponisation with 100% deniability and no massive long term environmental damage.

Physicist Bernard Eastlund claimed that HAARP includes technology based on his own patents that has the capability to modify weather and neutralize satellites. (Popular Science 2012)

Eastlund was in favor of funding research into weather modification and control that could reduce the impact of severe weather. He envisioned "concepts for electromagnetic wave interactions with the atmosphere that, among a range of jobs, could be applied to weather modification research" and that such research could mature to a new science in 10 or 20 years. A METHOD for altering a selected region of air above the earth's surface was patented this week for a subsidiary of the Atlantic Richfield Company.

Patent No. 4,686,605 was granted to Bernard J. Eastlund, a physicist and expert on oilfield development who is a consultant for the oil company. Mr. Eastlund assigned the patent to APTI Inc., a Los Angeles subsidiary of Atlantic Richfield.

The alteration of the atmosphere would be done using electromagnetic radiation, with the possible addition of charged artificial particles from a rocket or orbiting satellite.

It's a 3.6 MW microwave for the sky, that's about 3500 home microwaves. That doesn't sound huge but they can produce any pattern they want with the heating, including focusing it into a small area.

And this is the power level they admit to, it's an engineering problem to scale that up.
