I think they are in fact smart and I don't buy that argument.

At the end of the day, India has nukes, a space program, produced a world chess champion, etc. I'm sure there are billion Mexicans for example spread out between Mexico, the Caribbean, central America, south America, etc. You're never going to see a Mexican design a nuke or put a man in space. Or you could 100x the population of Africa and there still wouldn't be an outlier among them coming to close to winning the world chess championship.
One of my fav arcs of all time is Neil DeGrasse Tyson. Ppl thought he was Steven Hawking genius level, and then it turned out as he started getting more publicity he was just a common idiot with a huge ego.
