So my sister got "renovicted" from her apartment but is allowed to move back in when completed. Was told it will be 3 months. Anyways since shes fam of course she could stay at my home but I told her it would be 500/mth to rent the room. She agreed. 1st month she was short (she only paid 200) saying well I had to put stuff in storage and hire movers so I was just like whatever dont worry bout it (she fam). Now this month she says she cant pay anything cuz her car broke down and she had to pay extra for work. I reminded her she agreed to pay and she was like yeah i will eventually but life happens... again i was just like ooook... (she fam) but its getting annoying having her around living for free while I pay the bills and shes even eating my food. i know i had 6 pieces left from my 9 piece combo bucket but she said you were probably to drunk to remember eating it (possibly). I think she is abusing her family privilege. wat do?

It is nice of you to help your sister out when she needs a place to stay. I can imagine in a situation like this, being family, it is always messy. Hopefully she isn't taking advantage of your generosity but has legitimate problems with paying rent, helping with bills at this time. It sounds like you want to have a good long term relationship with your sister. You might remind her of that in a friendly way, and helping with bills and rent is important.

Trying to get people to pay bills can be difficult, to say the least. There isn't an easy way around it. You will not be liked for pushing the issue, but it sometimes needs to be done. I know of a couple situations with a HOA President trying to get people to pay association dues. One person says she doesn't have money. She is apparently being dishonest though. She is spending her money on other items such as pricy weight loss drugs. Another situation has a guy saying he isn't going to pay since he claims he didn't receive notice of payment. A ridiculous situation but has to be dealt with. One lady in the past that had trouble paying, began spreading nasty dishonest rumors about the President to neighbors when he began pressing the issue for money. She was about as nasty as they come. Thankfully none of them are family members.

Making a family member pay rent, what could go wrong. If she pays you something voluntarily that’s great, but setting up this kind of landlord relationship is totally stupid.

Honestly would keep her there for the three months. When she leaves, and if she never paid everything, you'll just have to keep reminding her she owes $1300 (she already paid $200), and that you're being generous since she also ate your food. If she never pays you back, never let this situation happen again. She's not welcome to do that to you again. That said, she's clearly going through a difficult time in her life, and it's good of you to be there for her.

Dealing with her for a few months, and probably only increasing your monthly costs to compensate for her by like $300 max ($300/mo x 3 = $900), means you'll be either $700 (she already paid $200) in the red, or up to $600 in the green if she pays.
